インドでBlogspotがアクセス制限 (Updated)

インドの一部で、Blogspotがアクセス制限されているようで、一部でかなり騒ぎになってきている。
はっきりしたことはまだわからないが、政府がテロリスト対策として一部のISPに制限を指導した模様。Blogspotだけでなく、Typepad, Geocitiesも制限されているみたい。BoingBoingやredifも今日になって報じている。diggはまだ15そこそこ。

India's Department of Telecommunications (DoT) passed an order to ISPs Friday to block several websites. The list is confidential. Indian ISPs have been slowly coming into compliance. SpectraNet, MTNL, Reliance, and as of Monday afternoon, Airtel. State-backed BSNL and VSNL have not started yet but likely will soon. The known list of blocked domains is *.blogspot.com, *.typepad.com and geocities.com/*.

Bloggers in India are getting together to protest against the sudden blocking of popular Google-owned blog-hosting site Blogger by some Internet Service Providers (ISPs) like Spectranet, Mahanagar Telephone Nigam Limited (MTNL), Reliance Powersurfer, Airtel Broadband and Sify.

上の記事は昨夜書いたのだけど、1日経った今でも、米国メディア、そしてそれに追随している日本のメディアもまだ報じていない。何故だろう？
Neha Viswanathan氏のブログコメント欄にあったが、政府が特定のブログを遮断しようとしたのか、手当たり次第なのか、意図はわからないとのこと。Google GroupのBloggersCollectiveが遮断の回避策含め、主たる議論の場になっている。

そういう議論とは別にdiggコメント群では、そもそも論として人口の多さに比例して、インターネットアクセスを含めた「自由」の制御（統制）は難しくなるという意見があり、むしろこちらの方が目を引く。10億を超える人口をどうやって、一定の秩序ある形に保つのかは、1億2億3億程度の人口の国の指導者の想像を超える。ましてや、一般大衆はどうか。これは理想論だけではなかなか突破できない壁だ。例えば、中国･インド等の国の全員が我々と同じような生活水準になったとする。資源はどうなる？どうやって国民を食わせる？ま、そういったことだろう（テロリズムを容認しているわけではないので、誤解なきよう）。

NYのインド領事館が、米国時間19日の時点でまもなく（48時間以内との話）遮断は解消されるとの説明を行った。

The matter was immediately taken note of by our CERT (Computer Emergency Response Team) and the Department of Telecommunications (DOT) was informed of it. The DOT took up the matter forthwith with the search engines and instructions were also issued to all
Internet providers to block the two impertinent pages. Because of a technological error, the Internet providers went beyond what was expected of them which in turn resulted in the unfortunate blocking of all blogs. Department of Telecommunications have now clarified the issue and the error is being rectified and it is expected that normalcy in respect of blogs will
soon be restored.
２つのページを遮断しようとしたが、技術的な誤りによってISPが全ブログを遮断してしまったらしい。Rediffによれば、サイトが17あって、IPアドレスによる個別の遮断はAnonymizerによるアクセスが行われていたので無理と判断し、列挙されたサイトの下りのトラフィックを遮断することになったとか。そこでさらにISPの技術的ミスでドメインごと遮断となった模様。

うーむ、オチとしては面白くないなあ。インドは中国とは違うということか。
