C-SPANは放映したコンテンツをDVDで販売しているのだけど、YouTubeに削除させておいて、Google Videoには掲載を許可したようだ。

Google Video Blogには経緯は特に書かれておらず、内容説明もC-SPANが提供したものをそのまま掲載しているみたいだ。状況から見て正確にはC-SPANが販促の為に持ち込んだというべきなんだろうなあ。但し、埋め込み（Embedding）はできない条件みたいなので、これが決め手だったのかな？
